Bitcoin mining company Bitfarms has officially confirmed that it will hold a special meeting of shareholders on October 29, 2024, in response to a meeting request made by Riot Platforms on June 24. Bitfarms announced on Friday that all shareholders on record on the record date of September 26, 2024 are entitled to participate in the vote, but no additional action is required at this time. Bitfarms said that a special committee composed of independent directors of the board of directors reviewed the meeting request with the assistance of financial and legal advisors and unanimously determined the meeting and record dates.
Regarding Riot's acquisition attempt, Bitfarms argued in a statement that Riot had the opportunity to make relevant requests at the annual shareholders' meeting on May 31, but has not yet brought a new strategic direction to the company. Bitfarms also revealed Riot's strategy of trying to abolish the company's shareholder rights plan by postponing the record date until after the Ontario Securities Commission hearing. To defend against potential acquisitions, Bitfarms implemented a "poison pill plan" in June, setting a cap on share accumulation and plans to raise the threshold in the future. Although Riot Platforms proposed to acquire Bitfarms for approximately US$950 million in April, it withdrew the offer due to "lack of meaningful participation from the current board of directors", but has since continued to increase its holdings of Bitfarms shares and has now become its largest shareholder, holding approximately 14.9% of the shares.

In addition, residents of the state can legally mine cryptocurrencies at home and in industrial fields, but must comply with noise regulations. The bill also stipulates that individuals and companies engaged in digital asset mining, staking and other activities do not need to obtain a currency transmission license, and prohibits discriminatory electricity prices for digital asset mining companies. Residents do not need to pay additional taxes when using cryptocurrencies to pay for goods and services.
The New York State Department of Financial Services (NYDFS) issued new guidelines on May 30 to strengthen customer service standards for virtual currency entities (VCEs). The guidelines will take effect on November 1. The New York State Department of Financial Services said that these comprehensive guidelines are intended to ensure that VCEs have a strong customer service mechanism that can handle customer issues in a timely and effective manner. VCEs should keep their customer service policies updated and comply with all relevant laws and regulations.
The guidance requires VCEs to establish and maintain effective customer service procedures, including multiple channels for submitting requests and complaints, such as telephone and electronic text mechanisms. In addition, VCEs must provide customers with regular updates and estimated resolution times, track request status, and publish accessible FAQs. If artificial intelligence (AI) tools are used in customer service, customers must be informed at the beginning of the interaction and given the option to escalate the issue to a human representative. VCEs must also provide NYDFS with quarterly data detailing the number of customer service requests and complaints received, the method of submission, and the subject matter handled. These reports must also include the average time to resolve each issue. The regulator will review these records to assess the effectiveness of the policies and procedures implemented through ongoing inspections and supervisory monitoring.
