Another appointment at CIIE
Founded in 1984, Shanghai Overseas Service Co., Ltd. celebrates its 40th anniversary this year and is also participating in the CIIE for the second time.
In the "Four-Leaf Clover" service trade exhibition area, the Shanghai Overseas Service booth is themed "Building Dreams and Walking Together". The main colors are a combination of Overseas Service blue and innovative red. The number 40 is cleverly integrated into the overall spatial design of the booth in the form of a three-dimensional shape, vividly demonstrating the Shanghai Overseas Service's enterprising, innovative and integrated brand image on the occasion of its 40th anniversary.
The red and blue exhibition booth is also a report card of Shanghai Overseas Service’s 40 years of development.
In the "Digital Panoramic Service" section, a visualized digital screen that integrates the company's operations and business data demonstrates Shanghai Foreign Service's professional capabilities in digital operations and refined management. The "International Development" section showcases Shanghai Foreign Service's professional services for companies and talents going to Hong Kong, as well as the comprehensive and efficient international solutions it provides to multinational companies. To help Chinese enterprises "go global", the Hongqiao Overseas Development Service Center, which is operated by Shanghai Overseas Service, also appeared at the booth. Led by the Shanghai Hongqiao International Central Business District Management Committee, the center integrates four core functions, including "one-stop" information consultation, "international" professional services, "full-process" project investment, and "integrated" risk prevention. It provides all-round services online and offline, government affairs, and markets for enterprises in the Yangtze River Delta to "go global", continuously optimizes government affairs services and market-oriented professional services, and builds a bridgehead to help enterprises develop internationally.
Openness is a distinctive symbol of Chinese modernization and the core concept of the CIIE. In order to accelerate international development and speed up the pace of participation in international competition, Shanghai Overseas Service signed a global strategic cooperation framework agreement with Deel, the world's leading integrated payroll and human resources platform. The two parties will work together to create a global payroll and comprehensive human resources solution to help multinational companies achieve compliance and efficient operations; a strategic cooperation framework agreement ceremony was held with Industrial and Commercial Bank of China (Asia) Limited. The two parties will use Hong Kong, China as an important bridge and window to strengthen cooperation on a global scale, build an open, inclusive and win-win ecological system, promote in-depth cooperation in multiple fields, establish a long-term cooperation mechanism, and comprehensively promote multi-dimensional cooperation in international human resources services.

Polishing the CIIE business card
"Let's join together for the CIIE! Go forward and show your youth!" - On October 15, the swearing-in ceremony for volunteers of the 7th China International Import Expo was held at the Friendship Hall of the Shanghai Exhibition Center. The 3,488 "Little Leaf" volunteers used a solemn and loud youth oath to demonstrate the determination and sincerity of the new generation of Chinese youth, and are determined to shoulder their responsibilities for the motherland with their youthful devotion.
After years of training, "Little Leaves" have become the most beautiful youth business card of the CIIE, shining in 165 positions in nine categories, including on-site guidance and consultation, exhibition registration management, guest liaison and reception, news publicity assistance, transaction data statistics, information assistance, welcoming and sending assistance, administrative assistance, and medical and health assistance. Behind this, it is inseparable from the meticulous organization of Shanghai Overseas Service.
Since the launch of volunteer service support for this CIIE, Shanghai Overseas Service and the Shanghai Youth League Committee have worked closely together to formulate a work plan for the volunteer service support group, and implemented the recruitment and selection, training and drills, and on-the-job management of various types of volunteers to ensure the success of the seventh CIIE.
This year, seven professionals from Shanghai Overseas Service joined the project team early to provide strong assistance and support for the CIIE. With rich experience in large-scale event management and international exhibition services, they provided technical support in many key areas such as docking coordination, on-site drills, organization and publicity, training and inspection, and demand matching.
In order to allow the "Little Leaves" to better balance their schoolwork and the CIIE volunteer service, Shanghai Foreign Service has paid close attention to volunteer course coordination, catering support, cross-campus vehicle support, publicity and incentives. The "Little Leaves" volunteers for this CIIE include volunteers for the conference period, volunteers for long-term management positions, and volunteers from Hong Kong, Macao and Taiwan, with a total scale of about 3,600. Among them, volunteers for the conference period were recruited and selected from 43 schools. The first batch of more than 70 volunteers for long-term management positions, after unified training, started to work and provide services in mid-September.
Shanghai Overseas Service has been undertaking the on-site operation and service guarantee project for the CIIE volunteers for six consecutive years. Starting from July every year, the project personnel of Shanghai Overseas Service begin to enter the site in batches until the end of the CIIE follow-up work is completed at the end of December. During this period, Shanghai Overseas Service is mainly responsible for volunteer recruitment, communication with the needs of employing departments, volunteer assignment, preparation and implementation of various exercises, and on-site management of volunteers, so that the volunteer youth can take up their responsibilities in China's modernization construction.
Delivering the voice of CIIE
As the world's first national-level exhibition with the theme of imports, the CIIE is a large platform connecting the inside and the outside. Shanghai Overseas Service is taking action to spread the "good voice" of the CIIE.
The Shanghai Foreign Service "Translate Heart and Meaning" service team for the China International Import Expo was established in December 2017 and has been the official designated translation service provider for the "China International Import Expo" for seven consecutive years. In the past seven years, a total of more than 350 project management and translation teams have been dispatched to serve more than 1,200 events, covering more than 130,000 people.
The Shanghai Foreign Service "Translate Heart and Meaning" service team for the CIIE has always practiced the service concept of "unity of knowledge and action", using language to build a bridge connecting China to the world, and providing one-stop interpretation and translation services "with professional translation as its specialty and comprehensive solutions as its feature", ensuring the entire translation work before, during and after the CIIE.
During the service of the 7th CIIE, Shanghai Foreign Service dispatched more than 100 outstanding interpreters to escort the Hongqiao International Economic Forum, corporate business exhibitions, national exhibitions, cultural exchange activities and many large-scale forum activities supporting the CIIE, providing high-end professional services such as simultaneous interpretation, consecutive interpretation, shorthand, simultaneous interpretation equipment, and translation. It also expanded the team of 200 translators of small languages in Asian, African, Latin American countries and "Belt and Road" countries as a reserve force for off-site activities, and added talents in small languages such as Iranian, Tajik, Afghan, Lao, Kazakh, Uzbek, Kyrgyz, Azerbaijani, and Tatar.
It is worth mentioning that due to the continuous expansion of the scale, starting from the second CIIE, the Shanghai Overseas Service "Translate Heart and Meaning" service CIIE commando team not only needs to provide translation services for exhibitors and buyers with confirmed needs, but also needs to prepare for the rainy day and select a team of guaranteed translators. The team needs to include excellent translators of various languages to cope with various sudden translation needs. This has greatly increased the team's workload, work difficulty and various expenses.
But the final result proves that all the efforts are worth it. Since its establishment, the guarantee-type interpreter team has handled nearly 100 sudden language service incidents and solved many urgent problems for customers. For example, it provided temporary simultaneous interpretation services for the Kenya Trade Forum, urgently assisted senior officials of Zimbabwe to enter the pavilion and provided temporary translation services for their delegation, provided temporary French simultaneous interpretation services for former French Prime Minister Jean-Pierre Raffarin, urgently provided temporary business negotiations in Vietnamese for Chinese buyers, and finally successfully signed a large order for durian imports, and provided bilingual hosts for important performances at the Yunnan booth, etc. Today, the guarantee-type interpreter team has become an indispensable and important part of Shanghai Overseas Service's "Translate Heart and Meaning" service team for the CIIE.
Diplomacy is no small matter. Every occasion represents the image of China, and every interpreter represents the voice of China. In the 7th CIIE, the "Translate Heart and Meaning" commando escorted the core forum of the CIIE - the Hongqiao International Economic Forum Member Forum, the corporate business exhibition, the national exhibition, cultural exchange activities, and many large-scale forum activities supporting the CIIE - the "Digital Empowerment of Inclusive Finance" Hongqiao Forum Member Forum, the full-chain support for the innovative development of the biopharmaceutical industry - the theme meeting on comprehensively promoting the construction of a healthy China, etc., and successfully completed a variety of translation services such as simultaneous interpretation, conference interpretation, business meetings, booth interpretation, accompanying interpretation, bilingual hosting, bilingual commentary, etc., which received unanimous praise.
Faced with the unexpected situation that the originally scheduled foreign guests could not attend the forum activities, the commando quickly responded to the changes in the needs of the translation service client and provided solutions as soon as possible. For example, at 7 o'clock in the evening on the night before the first International Cooperation and Development Forum on Digital Trade and Distribution, the commando learned that the schedule of the Kazakhstan Ambassador to China who was attending the meeting had changed temporarily, and the organizer, the China Federation of Logistics and Purchasing, changed to invite two Armenian Economic and Commercial Counselors to China to attend the meeting. The demand was also temporarily changed from whispering simultaneous interpretation and consecutive interpretation services in Russian to whispering simultaneous interpretation and consecutive interpretation services in English. The commando urgently contacted senior foreign affairs translation teacher resources, and within half an hour, they arranged an English simultaneous interpreter for the organizer for the next morning, successfully ensuring the translation task of the forum.
Today, the CIIE has become a window for China to build a new development pattern, a platform to promote high-level opening-up, and an international public product shared by the world. The Shanghai Overseas Service Group's "Translating Hearts and Meanings" service team for the CIIE has built a bridge connecting China and the world and showcased the image and style of Shanghai Overseas Service Group.
Amplifying spillover effects
In recent years, Shanghai Overseas Service has taken the strategic cooperation relationship reached during the CIIE as an opportunity to continue to amplify the spillover effects of the CIIE, expand in-depth cooperation with local governments and local state-owned enterprises in the field of human resources, achieve mutual benefit and win-win results, and common development, and has achieved a series of results.
During the 5th CIIE in 2022, Donghao Lansheng Group signed a strategic cooperation framework agreement with Jiangxi Dacheng State-owned Assets Group; after nearly a year of joint venture negotiations and on-site evaluations, in September 2023, Shanghai Overseas Service signed a joint venture agreement with Jiangxi Youfu, a subsidiary of Jiangxi Dacheng State-owned Assets Group, and an investment agreement with the Donghu District Government of Nanchang City.
At present, Shanghai Overseas Service has established a Jiangxi company, hoping to build a win-win situation and complementary advantages in the future to promote the deep integration and common development of state-owned assets and enterprises in Shanghai and Jiangxi, and build a leading enterprise in the human resources industry in Jiangxi.
In September 2023, Shanghai Overseas Service visited Guiyang and Gui'an for an on-site inspection and reached an important consensus with relevant leaders of the Guiyang Municipal Party Committee and Municipal Government on strengthening cooperation in the field of modern human resources service industry. During the 6th CIIE, Shanghai Overseas Service signed a cooperation framework agreement with the Guiyang Municipal People's Government and the Guizhou Gui'an New District Management Committee.
In order to strengthen strategic coordination and accelerate project implementation, Shanghai Overseas Service will jointly establish a Guizhou company at the end of 2023. The new company will actively seize new development opportunities in Guizhou, empower Guizhou with new businesses, new technologies, and new resources, set an example of joint venture cooperation between Shanghai and Guizhou state-owned assets, and build a flagship human resources enterprise in Guizhou Province.
Shanghai Overseas Service Group actively leverages the CIIE platform to establish strategic partnerships, improves the national layout of the human resources industry through regional coordination and resource integration, continues to amplify the spillover effects of the CIIE, creates an ecosystem for the integrated development of careers, employment, and industries, helps build Shanghai into a talent hub, and serves the strategy of building a talent-strong country.
Service connects the future. 40 years is a milestone and a new starting point. On a new journey, SFSCO will continue to seize the opportunity of the CIIE as a national window, give full play to the spillover effect of the CIIE, build bridges and guide the way, gather talents and promote business, and let the world see a three-dimensional China.
