PANews reported on April 14 that according to Bitcoin.com, U.S. Democratic Senators Sheldon Whitehouse and John Fetterman proposed the "Clean Cloud Act of 2025", which aims to set regional emission limits and impose economic penalties on cryptocurrency mining and AI data centers that exceed environmental standards to address the rising energy consumption of digital infrastructure. The bill requires facilities that use more than 100 kilowatts of electricity to report electricity sources, consumption data and emission intensity annually.

The bill sets emission benchmarks for each region of the United States, which will be reduced year by year until they reach zero in 2035. Electric companies and facilities that exceed the standards will be fined $20 per kilowatt-hour starting in 2026, adjusted for inflation. The funds raised will be used to support clean energy projects, consumer energy subsidies and project management. Zero-carbon energy supply facilities are exempt. The bill also requires the disclosure of facility energy data while protecting proprietary consumption data. It has been submitted to a Senate committee and contains severability clauses to ensure that if some clauses are rejected, the rest will remain in effect.
